He holds a law degree from Universidad de Chile, a diploma in Economic Public Law from the same institution and an LL.M. from the University of Pennsylvania, USA.
He is a partner of the Public Law and Government group of FerradaNehme, whose experience is closely linked to regulatory matters, administrative contracting and concessions, sanctioning procedures and public policy in general, as well as extensive experience in litigation before the Public Administration, the Comptroller General of the Republic, the Superior Courts of Justice and the Constitutional Court.
He has advised multiple private companiesand trade associations in disputes with the State, particularly in regulatoryand public-private partnership matters, as well as a wide range of public entities and State-owned companies.
José Tomás served for several years as coordinator of FerradaNehme's pro bono matters, promoting the pro bono work of our lawyers in matters of high social impact within his professional practice. He is currently a member of the board of Fundación Crecer and regularly advises multiple non-profit institutions in matters related to access to justice and public policies in general.
He has taught graduate classes at Universidad de Chile and Universidad Adolfo Ibáñez, and has been recognized by specialized publications as one of the most outstanding young lawyers in our country in matters of public law.
