How does a population build or reconstruct a just society following civil war or dictatorship that engaged in massive human rights violations?Since the return of civilian rule in Argentina in 1993 this dilemma has become a key issue of public ethics and governance in a growing number of countries that are going through what has become to be termed as transitional period.
